Voting for new members is inspired by the process used by the Apache Alliance (http://httpd.apache.org/dev/guidelines.html)

The summary: each member may vote 0,-1, or +1.

We use the majority type of voting for admission with a timeout of 1 or 2 weeks. This means there must be: 

 * at least 3 "+1" votes, and
 * the sum of votes has to be positive
